Haitang is now a tropical storm over eastern China. Late Tuesday
morning, EDT, Tropical Storm Haitang is centered 65 miles north of
Fuzhou where its highest sustained winds are down to 45 mph; the storm
is moving north-northwestward at 12 mph. Haitang is forecast to keep a
heading towards the northwest and to weaken markedly during the next
12-24 hours; the threat of flooding rainfall will persist during this
time.

Torrential, flooding rainfall has occurred along the path of
Haitang. In Taiwan, for example, Hengch'un was soaked by 22.8 inches
of rain within 36 hours as of late Tuesday, local time. Rainfall at
Fuding, mainland China, was about 17.1 inches from Sunday evening to
Tuesday evening.

Monday was hot right to the Mediterranean Sea coast in Tunisia.
One especially hot spot was Tabarqa where the temperature soared
nearly 25 degrees above average in reaching 112 degrees.

Unusual heat built again over parts of eastern Canada eastward
from eastern Ontario Monday. With respect to normal, it was hottest in
west-central Quebec and northeastern Ontario. On the shores of Hudson
Bay in Quebec, 97 degrees was reached at Kuujjuarapik whereas an
average mid-July day would have a high of 59. Moosonee, Ontario, at
the southern tip of James Bay, soared almost 25 degrees above average
to register a maximum of 93.

Tropical Storm Eugene is looming off of western Mexico. Late
Tuesday morning, EDT, Eugene holds highest sustained winds of 60 mph
about a center which is 290 miles south-southeast of Cabo San Lucas,
Mexico; the storm is moving northwestward at 15 mph. Eugene is
forecast to head generally northwestward and to weaken during the next
48 hours. On this path, the cyclone's core would stay oven open seas,
but some of its strong winds and heavy rain could extend to the far
southern tip of the Baja California Peninsula.
