An early season heat wave is now peaking across Ukraine and
southwest Russia. Kiev, Ukraine reaches 84 Monday and 86 in Tuesday.
Their normal high this time of year is 69. Izyum in eastern Ukraine
reached 92 Monday, while nearby Boguchar in southern Russia smoked to
92 as well; the normal high for both cities being 74.

This is the time of year the parts of India and Bangladesh suffer
under almost unbearable heat and humidity. It is still a few weeks
until the cooling monsoon rains set in and the sun is now almost
directly overhead. On Monday, Jamshedpur, India reached 103 degrees,
but the dewpoint was 76. This produced an apparent temperature of
123 degrees and a real feel temperature of 128. On Tuesday,
Ramagundam, India sizzled to 111 while at the same time the dewpoint
was 76. This resulted in an apparent temperature of 126 and a real
feel temperature of 130 degrees.

A small part of southern China is experiencing a significant
drought. The area is centered in the western part of Guangdong
Province around the cities of Zhanjiang and Maoming. This area has
had below normal rainfall for the past several months and many of the
reservoirs that hold the area water supply are beginning to dry up.

Locally heavy rainfall has occurred in parts of southeast China
the past few days, but too far north and east to benefit the the
drought-stricken area of western Guangdong Province. The heavy
rainfall was mainly from eastern Guandong Province, through Jiangxi
and Fujian Provinces. Ling-Ling was doused with 3.49 inches in about
48 hours time, while Chu-hsien had 3.87 inches in a similar time
period. Shao-wu, received near 6.00 inches in the past 72 hours.
