[STORMREPORTS] nw VA: Monday's rain brings Potomac to bankfull; more flooding due

Winchester VA

Pardon my lateness on this report. In the first 3 weeks of March, only
.19" of precip fell, on the 8th with a sharp cold front. By the end of
that period, brush fires were becoming a problem.

On Wed March 23rd a widespread 1 to 2.5" rainfall fell. Because of the
dryness, no problems were reported. A little more rain fell Easter
Sunday.

The next batch arrived early Monday. Light to moderate rain fell thru
midday. During the afternoon, precip became more banded, and t-storms
had formed in eastern VA. Those worked NNW into northern Shenandoah
Valley. Between 3 & 4pm, the season's first thnderstorm dropped .55"
rainfall here, and 1-2" in town & points north. The southern edge of the
rain was only 5 to 10 miles away.

Later in the afternoon, bands began moving in from the east, then the
NNE, and finally, when it ended early Tueaday from the north.

I measured 1.49" of rain on the 23rd, .32" Easter Sunday, and 1.51" for
Monday & early Tuesday.

Monday's rainfall caused minor flooding. WHAG tv (Hagerstown MD)
reported at 6pm these road closings by high water:
6, Washington Co MD
2, Frederick Co MD
6, Alleghany Co MD
8, Frederick Co VA

Heavier amounts of rainfall (thru 6pm Monday only, 1/4 to 1/2" addional
rain fell, mainly in WV locations listed below):

2.40", Charlotte Dehart ES, Winchester VA
1.71", S Jefferson ES, Chrles Town WV
1.17", Capon Brige (WV) ES
1.06", Inwood (WV) Primary School
2.37", Rosemont ES, Martinsburg WV
 .99", Valley View ES, Martinsburg WV
1.19", Potomack IS, Martinsburg WV
3.27", Harpers Ferry (WV) MS
1.48", Loudoun Co (VA) HS
1.52", Hedgesville (WV) HS
1.83" USFWC NCTC Outreach, Shepherdstown WV

In addition, the thunderstorms produced these peak hourly rates:

2.16", Charlotte Dehart ES
1.24", Capon Bridge Es
1.67", Rosemont ES
1.88", Harpers Ferry MS
1.20", Loudoun Co HS
1.68", USFWC NCTC Outreach
                    
The Potomac River basin crested near bankfull at many guaging stages.
River Flood Warnings were at 10 locations on the Potomac, and two on the
Rappanannock River.

The deepest over flood stage was Little Falls MD, which crested at
19.4ft, or 3.4 feet over FS.
                     
Wills Creek at Cumberland MD crested at 11.4', or 1.4" above bankfull. A
small group of homes were evacuated as a precauation. Most of the homes
flooding was in th basements.
                    
The storm drainage from my hometown flows into the Opeqoun Cr.
Downstream in Martinsburg WV the crest was 12ft, or 2ft over bankfull.
                    
With rivers still at half bankfull, and grounds saturated, we dont need
more rain. But another 1-2" is forecast this evening into Saturday.
Flash Flood Watches are posted. Flash Flood threshold is low. In
northern VA 1" in 1 hour or 2" in 12 hours will cause stream flooding.
