 This month has been extremely dry in Puerto Rico. In San Juan, for
example, the first 29 days of the month had no measurable rainfall. On
average, the city would collect about 2.0 inches of rain during this
span. For added perspective, the driest March on record here occurred
in 1970 when 0.72 of an inch of rain fell. As of midday, Wednesday has
been another dry, sunlit day.

 In eastern Quebec, Canada, near the border with Labrador, recent
mornings have been abnormally cold for spring. Schefferville, for
example, registered lows of -30, -25 and -26 degrees, respectively,
Monday, Tuesday and Wednesday. These marks are about 30 degrees below
average for the waning days of March.

 A big storm unloaded heavy rain on far southeastern Canada from
New Brunswick and Nova Scotia to parts of Newfoundland Island late
Monday to early Wednesday. In some cases, the amount of rain that fell
from this storm equaled or exceeded the average precipitation for all
of March. Saint John, New Brunswick, for instance, was doused by 3.2
inches of rain whereas March's mean precipitation is 2.5 inches.
Greater Halifax, Nova Scotia, was soaked by 2.8-3.1 inches of rain
which compares very favorably to the monthly average of 3.1 inches.

 Tuesday's high of 103 degrees in Monterrey, Mexico, was almost 25
degrees above average.

 Heavy rain doused France's Futuna Islands in the South Pacific
Ocean early this week. Rainfall at one location was 4.2 inches within
48 hours as of midday Wednesday, local time. The volcanic Futuna
Islands are also known as the Iles de Horne.

 Locally excessive rains poured down upon southeastern parts of New
Zealand's North Island Tuesday through Wednesday. At Castlepoint,
rainfall was 7.3 inches within 36 hours as of late Wednesday evening,
local time.

 Oppressive heat and humidity continued across much of
Thailand and in some other parts of Indochina on Wednesday. In
Bangkok, Thailand, for example, the high temperature Wednesday
afternoon was 99 degrees following an overnight low of 83. This
is the second straight day in which the high was 99 degrees and
the fourth consecutive day of above normal temperatures.
Factoring in all parameters of the weather yielded a top
AccuWeather RealFeel Temperature(tm) of 129 degrees Wednesday,
while it never felt any cooler than 98 degrees Tuesday night.

 Unusually dry weather continues to affect portions of Mexico.
In Mexico City, for example, there has been no measurable rain
for the entire month of March. The normal monthly rainfall is 0.40 of
an inch. Chihuahua, in the north, has also had no measurable rain
this month, while their normal rainfall is 0.32 of an inch. No
significant rainfall is expected in either location over the next
few days.
