 This month has been extremely dry in Puerto Rico. In San Juan, for
example, the first 28 days of the month had no measurable rainfall.
Typically, the city would collect about 1.9 inches of rain during this
span. For added perspective, the driest March on record here occurred
in 1970 when 0.72 of an inch of rain fell. As of midday, Tuesday has
been another dry, sunlit day.

 Late Monday to early Tuesday, a soaking rain overspread far
southeastern Canada. As of Tuesday morning, the heaviest rains had
soaked New Brunswick where the provincial capital, Fredericton, and
its largest city, Saint John, had each gathered in 2.2 inches of rain.
Saint Stephen was drenched by 2.3 inches of rain.

 Tuesday began with harsh early spring cold in portions of northern
European Russia. Take Nar'yan Mar where the early morning low was -24
degrees versus the average daily low of 8 near the end of March. Other
frigid standouts were Pechora and Pinega whose respective lows of -21
and -20 degrees were about 35 degrees below average.

 Heat and humidity have been oppressive in much of Thailand and in
some other parts of Indochina during recent days. In Bangkok,
Thailand, for example, Tuesday afternoon's 99-degree high was preceded
by an overnight low of 83. More notably, factoring in all parameters
of the weather yielded a top AccuWeather RealFeel Temperature(tm) of
122 degrees Tuesday. Moreover, it never felt any cooler than 93
degrees Monday night.

 Heavy thunderstorms soaked Ceres, northern Argentina, Sunday and
Monday. Rainfall over the past 48 hours ending Tuesday morning was
7.0 inches. This two-day dousing exceeded their average rainfall for
the month of March by nearly two inches.
