 A new tropical cyclone is plying the waters of the western South
Indian Ocean. Late Monday afternoon, EST, this un-named cyclone is
centered 195 miles northeast of Cargados Carajos Shoals (St. Brandon),
Mauritius. With highest sustained winds of 35 mph, the storm is moving
southwestward at 12 mph. The cyclone is forecast to strengthen
meaningfully on a southwestward heading during the next 48 hours;
Cargados Carajos Shoals are within this projected path.

 Rainfall on Thailand's island of Phuket was 2.4 inches within only
six hours on Monday. This rainfall was greater than March's mean
rainfall which is about 2.2 inches. Phuket was among the many areas
ravaged by December's tsunami.

 Locally excessive rains doused northeastern Argentina Sunday
night. At Rosario, a city about 175 miles to the northwest of Buenos
Aires, rainfall was 10.8 inches within twelve hours as of Monday
morning.

 Monday began unusually cool around the resort city of Acapulco on
Mexico's southern Pacific coast. At the Alvarez international airport
a short distance to the southeast, the temperature dipped to 57
degrees. Within the city itself, a low of 61 degrees was registered.
Moderated by the ocean, Acapulco's temperature does not usually fall
this far below the 72-degree average low during March.

 Heavy, flooding March rains together with mountain snow melt in
Afghanistan has been devastating. As of early Sunday, over 200 people
have been killed from the result of flooding and house collapses.
Most houses are built of mud, so any period of heavy rain or flooding
will easily take a toll on these structures. Nearly 10,000 houses
have suffered damage. Scores of livestock have also fallen victim to
this extreme weather. After several years of drought, Afghanistan is
struggling through its worst winter in the past decade. Heavy rains
following heavy winter snowfall has also proven to be troublesome over
northern Pakistan and in disputed Kashmir, India.

 Monday, winds of 40-50 mph whipped up a blizzard of snow and
blowing snow at Anadyr, Chukotka, Russia.
