The recent stretch of heavy, flooding rains in Afghanistan,
coupled with melting snow, have been devastating. As of early
Sunday, over 200 people have been killed from the result of
flooding and house collapses. Most houses are built of mud, so
any period of heavy rain or flooding will easily take a toll on
these structures. Nearly 10,000 houses have suffered damage.
Scores of livestock have also fallen victim to this extreme
weather. After several years of drought, Afghanistan is
struggling through its worst winter in the past decade.

 For the second straight night, overnight low temperatures
at Vostok station, South Pole, Antarctica, averaged around -90
degrees. The first night had a low of -88 degrees as the
following night dipped to -91 degrees. The daily high temperatures
were 71 and 73 degrees below zero.

 Total rainfall the past couple of days at Casiguran,
northeastern Luzon, Philippines, was over 9.50 inches as of early
Sunday morning, local time.

 Another day of pleasantly warm temperatures covered much of
France to northern Italy. Most places in France enjoyed high
temperatures in the lower to middle 70s. Warmer over northern
Italy as locations such as Milan and Piacenza had readings in the
lower 80s. Average daily highs in March vary from the upper 40s to
the middle 50s in all of the aforementioned regions.
