 Tropical Cyclone Nancy is heading southward with the island of
Rarotonga in its path. Late Tuesday afternoon, EST, Nancy is over the
South Pacific Ocean 95 miles east-northeast of Rarotonga, Cook
Islands. Nancy packs 105-mph highest sustained winds -- winds had been
above 145 mph -- as it moves towards south-southeast at 14 mph. The
worst of Nancy is forecast to skirt Rarotonga to the east late Tuesday
and Tuesday night, local time, before tracking over open seas.

 Dangerous Tropical Cyclone Olaf is looming as a serious threat to
Samoa, including American Samoa. Late Tuesday afternoon, EST, the eye
of Olaf is 200 miles northwest of Pago Pago, American Samoa, and 110
miles northwest of Apia, Samoa. Olaf is churning towards the southeast
at 7 mph with highest sustained winds of 155 mph. The eye of this
potentially devastating storm will cross the islands of Samoa late
Tuesday and Tuesday night, local time, as it makes for the southeast.

 A big storm set its sights on lands bordering the Aegean Sea Monday
night and Tuesday. Winds gusted to about 65 mph at Iraklion, Greece,
on the island of Crete (Kriti). Winds gusted to between 50 and 60 mph
in other sites in Greece such as Athens, and along the westernmost
edges of Turkey. Hurricane strength winds raked the Balkan and Rhodope
mountains of Bulgaria, where there are a few weather observatories.

 Thundery downpours Monday night pounded the desert city of San
Juan, Argentina. Rainfall was 3.4 inches, or about 90 percent of the
average yearly rainfall.

 Thunderstorms Tuesday poured cloudbursts upon the King Khalid
Military City, which is southwest of Hafar al Batin, Saudi Arabia.
Rainfall was 2.3 inches. This would account for most, if not all, of
the average year`s rainfall.

 In far northern Norway, the town of Kautokeino set consecutive
lows of -27 and -26 degrees Monday and Tuesday. These were followed by
afternoon highs of -12 and -10 degrees. In February, an average day
here would have a low of 0 and a high of 13 degrees, so the weather
has been considerably colder than usual.

 In northwestern Venezuela, winter is the dry season. Maracaibo's
average rainfall during February, for example, is merely 0.2 of an
inch. Showers Monday night left 0.6 of an inch of rain, however,
thereby tripling the monthly mean.

 Tuesday was unusually mild in some areas around the Black Sea.
Southern Ukraine's Crimea Peninsula, for instance, had highs of 66 and
64 degrees, respectively, at Simferopol and Chornomors'ke whereas
average highs in these sites during February are in the upper 30s. On
the Black Sea's southern shores, Inebolu, Turkey, was almost 25
degrees warmer than average in reaching 70.

 Parts of eastern Mexico have started the week unusually warm and
even hot. In the northeast, Soto la Marina surged to 98 degrees on
Monday and was at least 95 Tuesday afternoon. February's average
daily high in Soto la Marina is 83 degrees. On the Yucatan Peninsula,
meantime, Valladolid spiked to 100 degrees Monday.

 Late Tuesday afternoon, local time, strong winds belted portions
of southeastern Greenland. At Ikermit, winds blew steadily at 60 mph
with an air temperature of 15 degrees.
