 Unusually generous rains and snows have spread over South Asia
since the weekend. Southeastern Iran, much of Afghanistan and the far
west of Pakistan have shared in the abundant precipitation. Although
observations of weather are sparing, if not altogether lacking,
enough can be had to show the magnitude of this storm. Take Dalbandin
in the part of Pakistan known as Baluchistan. Rainfall was on the
order of three inches, which is comparable to the full yearly
rainfall of 3.3 inches in this stark desert. Kabul, Afghanistan, had
snow and cold rain from the storm beginning Tuesday.

 Tosontsengel, Mongolia, registered low temperatures of 50 to 52
degrees below zero Monday through Wednesday. Highs were no better
then the -30s. These days were colder than usual by about 30 degrees.
What is more stunning is the observed pressure, which rose above 1080
mb (31.89") Tuesday night and reached at least 1092 mb (32.25")
Wednesday. This is a corrected pressure (to sea level) that is near
the all-time high for such readings.

 First snows of the winter fell over greater Tokyo, Japan,
Wednesday. Inland, snowfall was likely enough to whiten the ground.

 Denpasar, island of Bali, Indonesia, picked up 6.0 inches of rain
within two days as of Wednesday morning.

 While much of the vastness of Siberian Russia has been no colder
than usual lately -- indeed, even abnormally mild -- Oymyakon in the
far northeast has been locked in an arctic grip. Monday night
through Wednesday evening, the range in temperature was from 70 to 65
degrees below zero with two overnight lows of 70 below zero. For
perspective, the average low this time of year is -58 degrees, so
this cannot be seen as unusual.

 Southern summer brings seasonal rains to much of southern Africa.
Lusaka, Zambia, has had at least 4.4 inches of rain since Monday. The
same holds true for Madagascar, where the island of Sainte Marie
gathered in 5.8 inches within 24 hours ended Wednesday.

 Wednesday was relatively balmy at the South Pole. A high of -3
degrees was set at the Amundsen-Scott base whereas the average daily
high at the end of December is -16. This past southern winter saw
temperatures as low as -105 degrees here.

 In northeastern Turkey, Erzurum and Kars each set a low of -7
degrees Wednesday morning with these marks both more than 15 degrees
below average.

 Locally heavy rain hit the Kimberley region of northern Western
Australia the first half of this week. At Turkey Creek, rainfall was
4.0 inches within 48 hours as of Wednesday morning, local time. This
tally is close to December's mean rainfall which is 4.3 inches.
