 Saturday, Talas is a minimal tropical storm east of the northern
Philippines. Late Saturday morning, EST, Tropical Storm Talas is
690 miles east-northeast of Manila, Philippines. The storm is drifting
towards the north at 10 mph with 40-mph top sustained winds. Talas is
forecast to be over the open Philippine Sea for at least another two
days, its path being towards the north and east.

 Also Saturday, another tropical storm is over the western North
Pacific Ocean east of the Mariana Islands. Late Saturday morning,
EST, the unnamed storm is centered 255 miles to the east of Agana,
Guam, or 215 miles east-southeast of Saipan. Owning highest sustained
winds near 40 mph, the storm is drifting towards the west at 8 mph.
This cyclone is forecast to build in strength, veering towards the
northwest and the north within the next one to two days. Such a path
would bring the tropical storm near the Northern Mariana Islands such
as Saipan within 12 to 24 hours.

 Key Lake, Saskatchewan, Canada, set a low of 56 degrees below zero
Saturday. The average low for the month of December is 10 degrees
below zero. What is interesting is that, given Friday's highs near 50
degrees in the Cypress Hills, southwestern Saskatchewan, the province
saw at least 105 degrees of temperature contrast within less than 24
hours.

 Adelaide, state capital of South Australia, reached a blistering
103 degrees Saturday. The mean monthly high is about 76 degrees.

 A swath of high winds cut into the heart of Europe Friday. The
wind storm was over the English Channel near mid day, local time. It
swept through northern France to southern Germany in the afternoon
and evening. Struck head on, greater Paris observed wind gusts of 60
to 70 mph.

 Highlands of eastern Turkey shivered in arctic-like cold
Thursday through Saturday. Respective lows at Erzurum were 23, 28 and
26 degrees below zero, which is nowhere near the average daily low of
about 15 degrees above zero. Thursday, the high of 3 or 4 degrees
below zero was about 40 degrees below average; Friday's high was 0.

 It's been even colder than usual lately in northeastern Siberia,
Russia. Take the town of Amga in the southeast of the vast Sakha
(Yakutiya) Republic where Friday's high of -60 degrees was 30 degrees
below December's mean daily high; it was also nearly 20 degrees under
the month's average daily low. In the regional capital, Yakutsk, the
first 17 days of the month had a departure of more than 16 degrees
below average. One year ago at this time, the temperature departure
for the same span of time was more than eight degrees above average.

 Another area that has recently been chilly is the Middle East.
Thursday and Friday were both 11 degrees below average in Beirut,
Lebanon. Tel Aviv, Israel, has been nearly as cold with respect to
average and had a low Saturday morning of 40 degrees. Deeper into the
region, Kuwait City, Kuwait dropped to 36 degrees early on Saturday and
recovered to only 50 during the day. While weather data is not sent
from Iraq, it is probable that many parts of the country were below
freezing early on Saturday.
