 The reinvigorated Tropical Storm Talas is over open seas east of
the northern Philippines. Late Friday afternoon, EST, Talas is located
705 miles east of Manila, Philippines. The storm is drifting towards
the north at 5 mph with 45-mph top sustained winds. Talas is forecast
to follow a track towards the north and, later, the east, over open
seas east of northern Luzon, Philippines, for next few days.

 A tropical depression quickly came to life over the western North
Pacific Ocean near the Northern Mariana Islands on Friday. Late in the
day, EST, the depression is centered 450 miles to the east of Agana,
Guam, where it holds highest sustained winds near 30 mph; it is moving
towards the west-northwest at 8 mph. This cyclone is forecast to
strengthen on a heading towards the northwest during the next 2-3
days; thus, it could strike the Northern Mariana Islands near Saipan
as a tropical storm late Saturday or Saturday night, EST.

 Gales raged through the English Channel Friday. On the Channel
Islands of Guernsey, Jersey and Alderney, winds gusted 70 to 75 mph.
Winds in Cornwall, the southwestern tip of England, hit 55 to 65 mph.

 Highlands of eastern Turkey shivered in arctic-like cold early
Thursday and Friday. Respective lows at Erzurum were 23 and 28
degrees below zero, which is nowhere near the average daily low of
about 15 degrees above zero. Thursday, the high of 3 or 4 degrees
below zero was about 40 degrees below average; Friday's high was 0.

 Thursday, Chinook warming east of the Canadian Rocky Mountains
led Fort Saint John, BC, to tie its record daily high of 47 degrees,
which is 31 degrees above the daily average high. Likewise, the
overnight temperature hovered near 40 degrees even though the normal
low is about zero degrees. Those warming southwesterly winds got
serious late Thursday as gusts between 55 and 60 mph were clocked.

 A big wintry storm or, rather, series of storms, has left
widespread heavy rains and snows along the Zagros Mountains of Iran.
A three-day rainfall of 5.6 inches was registered at Shiraz. Rain and
heavy, wet snow left water equivalent of nearly 4.0 inches at Yasuj.

 As of Friday, rainfall at Tamatave, Madagascar, was 7.2 inches
within 24 hours.

 Middle South America was hit by locally excessive rainfall
Thursday to early Friday. In Bolivia, 24-hour rainfall ended Friday
morning was 6.0 inches at San Ignacio de Velasco and 4.4 inches in
Camiri. Paraguay had rainfall of 4.2 inches during the same time at
Puerto Casado.

 It's been even colder than usual lately in eastern Siberia,
Russia. Take the town of Amga in the southeast of the vast Sakha
(Yakutiya) Republic where Friday's high of -60 degrees was 30 degrees
below December's mean daily high; it was also nearly 20 degrees under
the month's average daily low.
