 Typhoon Muifa is nearly halted at sea near eastern Luzon Island,
Philippines. Late Wednesday afternoon, EST, Muifa is about 190 miles
east-northeast of Manila, and 105 miles north-northeast of Daet,
Luzon. Muifa is drifting sluggishly northward at only 2 mph. Highest
sustained winds have risen to 105 mph. Muifa is forecast to loiter in
its present vicinity for the next 24 hours or so, and then to head
southwestward across the northern Philippine archipelago on Friday;
ultimately, a return to open waters over the South China Sea is
foreseen. Muifa holds further threat of excessive, flooding rains
given its slow movement and the rugged setting of the islands it may
cross; damaging winds are a serious threat as well.

 As of Wednesday afternoon, local time, rainfall stemming from
Muifa was about 15 inches at Virac, Catanduanes Island. At the
Catanduanes radar site, rainfall topped 18 inches. Essentially, this
rainfall was collected within 48 to 60 hours.

 Throughout Tuesday and well into Tuesday night, a blizzard raked
Resolute on the Canadian arctic island of Cornwallis. Visibility was
nil as winds of 50-75 mph churned up whiteouts in blowing snow. Wind
chill dipped 20 to 30 degrees below zero.

 A nasty storm hit Gander, Newfoundland, Tuesday into Tuesday
night. The storm began as heavy, wind-whipped snow, but snow later
gave way to sleet and rain. In all, the storm left snowfall of 16
inches; snow and rain held water equivalent of 2.0 inches.

 Hue, Vietnam, was soaked with 8.9 inches of rain Tuesday through
Wednesday.

 Heavy rains pelted parts of eastern Turkey on Wednesday. Rainfall
was especially heavy along southern shores of the eastern Black Sea.
Here, Giresun was drenched by 4.0 inches of rain. Rainfall was about
2.0 inches at Hopa.

 A cold front instigated torrential rains over portions of South
America's midsection Tuesday to Wednesday. Some of the heaviest rains
fell on eastern Bolivia. Rainfall was 3.8 inches at San Ignacio de
Velasco and 3.7 inches at San Javier.
