November 16, 2004 5:34 p.m.

Tropical Storm Muifa is set to cross the northern Philippine
archipelago. Late Tuesday afternoon, EST, the core of Muifa is about
155 miles east of Manila, and 35 miles northeast of Daet, Luzon.
Muifa is heading towards the west at 6 mph with highest sustained
winds of 60 to 65 mph. Muifa is forecast to drift westward and
southwestward across northern Philippines during the next 48 hours,
then to emerge over the South China Sea. The threat of excessive,
flooding rains is especially high given the storm's slow movement and
the rugged terrain of Luzon Island.

Latest rainfall stemming from the brush with eastern Philippines
by Muifa included amounts of 11.2 and 10.7 inches on the island of
Catanduanes. The latter of these was in the town of Virac.

Tuesday began with a blizzard gripping Resolute on the Canadian
arctic island of Cornwallis. Visibility was nil as winds of 40-60 mph
churned up whiteouts in blowing snow. Wind chill hovered near 30
degrees below zero.

The week began springlike over the Great Plains of Canada.
Record high temperatures were challenged, if not broken, in Alberta
and Saskatchewan. Regina, Saskatchewan, topped out 61 degrees, or two
degrees shy of the record daily high. Broadly speaking, highs Monday
and lows Monday night were 15 to 30 degrees above average from the
Rocky Mountains east to Manitoba.

Tropical cloudbursts drubbed Concepcion, Paraguay, twice since
Sunday. The two outbursts left 8.8 inches as of Tuesday morning.

Unusually heavy rains splashed parts of far northern Tunisia
beginning during the past weekend and continuing into early this week.
At Tabarqa, rainfall was 5.5 inches from Saturday morning to late
Tuesday. During the first 24 hours of this span, 3.1 inches of rain
fell.

Seventy-two-hour rainfall ended midday Tuesday, local time, was
6.4 inches at Batticaloa on the eastern shores of Sri Lanka.
