November 15, 2004 5:48 p.m.

Monday, a minimal tropical storm dubbed Muifa is east of the
Philippine archipelago. Late Monday afternoon, EDT, Muifa is located
about 300 miles east of Manila, and 80 miles east-northeast of
Catanduanes Island. Muifa is moving towards the west-northwest at 8
mph with highest sustained winds of 40 mph. Muifa will be near land of
the northern Philippines for the next two days or so.

Rainfall Since Saturday was about eight inches at Guiuan and
Catbalogan eastern Philippines. The rains were linked to the
gathering tropical storm, Muifa.

Heavy, wet snows blanketed interior western Nova Scotia, Canada,
last weekend. At the Kejimkujik National Park, near Maitland Bridge,
snow had water equivalent of 3.2 inches and amounted to at least 30
inches of snow. Near Enfield, the Halifax airport, which is well
inland of the city, snow depth was as high as 15 inches.

Torrential rains doused the shores of British Columbia, Canada,
since Saturday. At Estevan Point, Vancouver Island, rainfall was 6.2
inches. Meantime, high winds swept through the Strait of Georgia
between Vancouver Island and the mainland. Amidst steady gusts, burst
of wind between 75 and 90 mph were clocked at Sisters Island.

Heavy rain and even wet snow soaked the Chihuahuan Desert of
northern Mexico since Saturday. At Nuevo Casas Grandes, northwestern
Chihuahua state, rain and wet snow were equivalent to 3.0 inches with
snow to at least 2 inches deep late Sunday. Mean monthly rainfall is
about three-fourths of an inch.

Hot, dry winds parched northwestern Australia Monday. At Port
Hedland, winds gusted 30 to 40 mph throughout the day as the
temperature soared to 111 degrees.

Abnormal warmth for the time of year swept into northwestern
Siberia, Russia, late last week; it held sway Monday, too. Departure
from average temperature was greatest along and east of the lower
Yenisei River. Take remote Agata, in Krasnoyarski Kray, where
respective highs were 33 and 31 degrees Sunday and Monday. Between
these, the low was 29 degrees. Mean temperatures for November are -10
and -23 degrees; thus, the highs were more than 40 degrees above
average; the morning low Monday was at least 50 degrees above average.
Heavy snows accompanied the warm spell.

Monday, summery heat built along some stretches of Red Sea coast
in western Saudi Arabia. At Yenbo, a high of 104 degrees was set with
this mark about 15 degrees above average. At Jeddah, where an average
day in middle November has a high of 91, the temperature spiked to 102
degrees.

A broad storm has unsettled the weather over southeastern Europe
during recent days, and on Monday some of its heavy rain moved into
southwesternmost Asia. In Italy, for example, rainfall at Pescara was
5.1 inches from Friday evening to late Monday. During the same time,
Bari was pelted by 5.9 inches of rain. Soaking rains also swept over
parts of Greece, Bulgaria, Albania and Serbia and Montenegro. On
Monday, downpours reached Turkey; Antalya was drenched by more than
3.0 inches of rain in only six hours.

Mazatlan, Mexico, collected 2.6 inches of rain within twelve
hours on Monday.

Sunday to Monday, showers and thunderstorms unleashed torrential
rains upon eastern Paraguay. At Salto del Guaira, rainfall was 5.1
inches. Other rainy standouts were Concepcion and San Juan Bautista
with rainfalls of 4.7 and 4.3 inches, respectively. The national
capital, Asuncion, was hit by 3.5 inches of rain, or about 60% of the
monthly mean.
