"Colombian authorities have declared a state of emergency after flooding
claimed the lives of 18 people.
At least 190,000 shops and homes have been damaged in the torrential rains.
This year's rainy season was the most damaging in years and according to
the forecast from the meteorological institute, the rain are not expected
to stop until the middle of December."
