 A new tropical depression formed Saturday night over the
Philippine Sea and quickly strengthened into a tropical storm. At
midday Sunday, the as yet unnamed storm was centered about 610 miles
east-southeast of Manila. It had sustained winds of 44 mph and was
moving toward the west-northwest at 16 mph. A track toward the
northwest with some strengthening was forecast for the next few days
with a threat of landfall in the Philippines by midweek.

 Heavy rain pounded northern Algeria Friday night into Sunday. By
Sunday morning, local time, total rainfall was nearly 4 inches in
Constantine, over 3 inches in Bejaia, and about 3 inches at Batna and
Mostaganem. High winds and seas accompanied the storm, sinking one
ship and grounding two others near Algiers. The storm that caused
whipped up dust storms farther east over Libya due to dry southerly
and southwesterly winds.

 Thailand has been unusually hot so far this month. Chon Buri set
highs of 100 degrees on both Saturday and Sunday while Prachinburi was
100 on Saturday and 99 on Sunday. Normally, highs this time of year
are in the upper 80s.

 Torrential rain spread over the Balkan Peninsula in southeastern
Europe over the weekend, especially Saturday night into Sunday. From
parts of Greece north to Hungary, rainfalls of 1-3 inches were common
by midday Sunday, local time. While the rain was falling, cold air
poured in from the north, changing the rain to heavy snow or ice in
some places. At Valjevo, Serbia and Montenegro, for example, the
temperature dropped from 74 degrees to freezing within 24 hours as
heavy rain changed to heavy snow. By midday Sunday at least 3 or 4
inches of snow had fallen.
