 A weak tropical cyclone continues to ply the waters of the western
South Indian Ocean. Late Thursday morning, EDT, the un-named cyclone
holds highest sustained winds of 40 mph about a center which is 275
miles east-southeast of Dar es Salaam, Tanzania; it is moving
northwestward at 23 mph. The cyclone is forecast to weaken on a
heading towards the west-northwest or west, and to land in Tanzania in
the general vicinity of Dar es Salaam Thursday night or early Friday
morning, EDT.

 It's been very rainy this week in portions of Sri Lanka. On the
island nation's eastern shores, for example, Batticaloa was hit by
10.6 inches of rain from midday Sunday through Thursday, local time.
October's average rainfall here is about 6.7 inches, so these rains
have been unusually heavy.

 Showers over northern Morocco proved to be abnormally heavy in
some places Thursday. In Casablanca, for example, rainfall was 1.6
inches within 12 hours. Adding lighter showers from Wednesday and
Wednesday night lifted the rainfall tally to 1.9 inches within 30
hours, or more than the monthly mean which is near 1.6 inches.

 October's cold has been even harsher than usual on far northern
Canada's Ellesmere Island. At the settlement of Alert, for example,
the temperature dipped below minus-10 degrees Monday evening and, as
of late Thursday, remained below that mark. Wednesday's high of 19
degrees below zero followed a morning low of minus-25. Thursday
afternoon, temperatures hovered 20-25 degrees below zero. October's
mean daily high and low are about 3 and minus-8 degrees, respectively,
