 Late Wednesday afternoon, EDT, the core of Tropical Depression
Tokage is about to emerge off the Pacific coast of northern Honshu,
mainland Japan. Highest sustained winds within the depression are
about 35 mph as it races towards the northeast at 29 mph. Once back
out to sea, full transition to an extra-tropical storm will be
completed.

 Tokage hammered southwestern and middle Japan with high winds
and excessive, flooding rains. Hurricane gusts were observed in the
southwest, even at the main airport of Osaka. Sustained winds of
nearly 100 mph were clocked at Muruoto Misaki on southern Shikoku.
Rainfall was staggering for its spread and amount. Higher amounts were:
Owase -- 17.8 inches; Oita (Kyushu) -- 15.8 inches; Miyazaki (Kyushu)
-- 15.2 inches; Maizuru -- 11.5; Takamatsu (Shikoku) -- 11.3 inches.
Elsewhere, Osaka picked up 8.1 inches, Tokyo gathered in 6.6, and
Nagoya collected 6.5.

 An interesting sideline to Tokage was its contribution to monthly
rainfall at Tokyo. October's typhoon-bolstered rainfall rose to more
than 26.4 inches in light of Tokage. Mean monthly rainfall is 8.2
inches. The first nine months of the year had 31.3 inches, an amount
nearly equaled within less than three weeks.

 Typhoon Nock-Ten skirted Guam to the south and southwest and is
now plying the southern Philippine Sea. Late Wednesday afternoon, EDT,
Nock-Ten is centered 225 miles west of Agana, Guam. The typhoon is
tracking towards the northwest at 9 mph with highest sustained winds
of about 110 mph. Nock-Ten is forecast to head pretty much to the
northwest for the next few days. This would take Nock-Ten over the
open Philippine Sea.

 Rainfall since Sunday rose to 10.6 inches at Coffs Harbour, New
South Wales, Australia, Wednesday. October's mean rainfall is 3.8
inches. A stubborn coastal storm unloaded the downpours.

 The Namibia capital, Windhoek, was doused with 1.6 inches of rain
Tuesday and Wednesday. This may not seem excessive, but it is four
times the average monthly rainfall of 0.4 of an inch.

 Stiff southerly winds blowing down the Pyrenees warmed southern
France to unseasonable levels on Wednesday. At Mont-de-Marsan, a high
of 83 degrees was set versus an October mean daily high of 67.
Bordeaux also was far warmer than average in reaching 81 degrees. Many
other places reached 80 or 81 degrees. Nearby in northern Spain, San
Sebastian spiked to 80 degrees and even the early morning low, 71, was
above the 64-degree average high.

 Meantime, northwestern Spain has been quite wet lately. At Vigo,
rains that began Monday morning, local time, amounted to 4.6 inches
by late Wednesday.

 Tuesday and Wednesday were hot right to the Mediterranean Sea in
parts of northern Libya. The national capital, Tarabulus, or Tripoli,
reached 100 degrees Tuesday and was at least as hot on Wednesday.
Tuesday, highs were 103 and 102 degrees, respectively, at Misratah and
Surt. Average highs in this part of October are 80-85 degrees in these
three locations.
