September 19, 2004 10:51 a.m.

Former Hurricane Javier, now only a depression, is crossing
Mexico's Baja California Sur on Sunday. With sustained winds below 35
mph, the main threat from this storm is locally heavy rainfall and
flash flooding over parts of northwestern Mexico. Some of this
moisture will also spread into the southwestern U.S.

A tropical wave that was over the South China Sea never developed
into a storm, but still unleashed some heavy rain as it moved into
Indochina over the weekend. In Vietnam, over 5 inches of rain drenched
Tranh Hoa while just under 5 inches fell at Vinh. Dong Hoi had 3.5
inches and Phu Bai had just over 3 inches.

Off to the northeast, a non-tropical storm dropped locally heavy
rain on Japan. Fukue picked up nearly 2 inches while between one and
two inches fell on Suttsu. Urakawa and Hakodate.

Friday into Sunday, snow blanketed Fort Saint John, BC, for a
second time this month. Snow fell steadily from Friday right through
Saturday, ending before sunrise on Sunday. A that time, snow lay 9
inches deep, although 16 inches had fallen. In Chetwynd, BC, a snow
depth of 12 inches was reported, as were breaking tree limbs.

Tropical Storm Jeanne finally took leave of the Dominican
Republic and headed for the Bahamas on Saturday. During her extended
visit to the Dominican Republic, Jeanne swamped the country with
average rainfall of 6-12 inches and local amounts to nearly two feet.
