[STORMREPORTS] Gaston dumps a foot of rain in Richmond (Va) area Monday

Winchester (nw) VA

Gaston intensified back to tropical storm strength as it exited VA
Monday evening. As it passed through SE VA, it spun out tornadoes. One
was filmed (looked like it was capable of F2 damage) near Williamsburg
caught on tape.

More importantly, widespread flooding rains fell in the Richmond area. I
checked available AWS stations and a few personal weather stations in
the area. Several reports of 4 to 7" of rain were noted. In Richmond
city, 2 measured amounts were in the excess of a foot. The flash flood
warnings noted that spotters reported 10 to 14".

The governor issued a state of emergency for the area.

In Chesterfield County, the EOC ordered mandatory evacuations below a
dam. Water was flowing the Falling Creek Reservoir Dam, and feared it
would collapse.

That county's fair was cancelled Monday evening, & later an emergency
shelter was opened across from the fairgrounds.

Interstates 64 & 95 were both blocked by high water, abandoned cars, &
debris. A plea was issued to avoid I 95 Monday night. Dozens of other
roads were flooded also.

WRVA radio was reporting that low pressure & no water in Henrico County
was caused by a water main that was washed away.

The Weather Channel was reporting that at one apartment complex,
firefighters cut a hole in it's roof, then rescued residents from the
roof.

There was little video available Monday evening. I am hoping that will
change today. In any case, I will do an album in the next day or two.
