July 23, 2004 5:11 p.m.

Friday saw the lowest temperature of the year thus far at the
Vostok station of East Antarctica. The low was 115.8 degrees below
zero. Dome "C", another lofty, inland station, registered 112 degrees
below zero Friday.

Tropical Storm Celia is drifting over the eastern North Pacific
Ocean. Late Friday afternoon, EDT, Celia holds highest sustained winds
of only 40 mph making it barely a named storm. Its center is 1180
miles west-southwest of Cabo San Lucas, Mexico. Celia is forecast to
weaken and likely dissipate while drifting westwards over the open
Pacific Ocean.

Friday, Kuwait's namesake capital city had a second-straight day
of 120-degree heat.

Apparent temperatures over Beijing, China, rose to more than 115
degrees in the sultry afternoon of Friday.

Three-day rainfall ended Friday evening, local time, was 9.7
inches at Hanoi, Vietnam. This accounted for most of the month's
average rainfall of 12.7 inches. With the temperature hovering
between 75 and 80 degrees, it was also "cool", if decidedly muggy.

Fernando Naronha, an island of Brasil in the tropical Atlantic
Ocean, had 5.4 inches of rain Thursday night.

Late Thursday, the airport of Monterrey, Mexico, observed a
severe thunderstorm with torrential rains, hail and wind gusts to
about 65 mph.

Friday dawned chilly, even cold, for mid-summer in parts of
central Canada. In Ontario, Timmins and Nagagami dipped to 33 degrees,
readings that were almost 20 degrees too cold for an average July day.
Northern Saskatchewan had 32 degrees at Key Lake versus an average low
of 48.

Lisbon, Portugal, sweltered Friday afternoon as the temperature
rose to 96 degrees. This capital city, which is normally moderated by
breezes from the Atlantic Ocean, has an average daily high in the
upper 70s at this part of the year.

It's been a hot summer in Tokyo, Japan, and Friday was no
different. The 93-degree high was about 10 degrees above average.
Moreover, Friday was the 44th consecutive day to be warmer than
average. The average temperature here during this lengthy stretch was
almost 8 degrees above the mean. Tuesday and Wednesday of this week
saw high temperatures of 103 and 101 degrees, respectively.
