 Celia is a weakening tropical storm over the eastern North Pacific
Ocean. Late Thursday afternoon, EDT, Tropical Storm Celia holds
highest sustained winds of 50 mph about a center which is 980 miles
southwest of Cabo San Lucas, Mexico. Celia is forecast to weaken on a
westward, open-water heading during the next few days with dissipation
likely by the end of the weekend.

 Excessive rainfall has washed parts of Indochina this week. In
northern Vietnam, 72-hour rainfall ended Thursday evening, local time,
was 11.5 inches in Phu Lien and 8.4 inches at Hanoi, the national
capital. Chanthaburi, southern Thailand, was soaked by 10.9 inches of
rain over the same stretch.

 Thursday, Lac Eon, eastern Quebec, Canada, surged to 90 degrees
whereas July's daily mean high is 63 degrees. The heat combined with
heightened humidity yielded an apparent temperature as high as 96
degrees.

 The South Pacific island nation of Vanuatu has been hit by locally
excessive rains this week. In the 60 hours to Thursday night, local
time, for example, rainfall was 11.3 inches on the island of Malakula
at Lamap.

 Mexico City, Mexico, was hit hard by thunderstorms that moved
through late Wednesday evening. Along with wind gusts of over 50 mph
were also thunderstorms that brought hail to the area. Though
rainfall amounts were not so impressive, the wind gusts and hail with
the storms are not very common. This brought a airplane sliding down
the runway and injured one person in the plane.
