 Tropical Storm Celia continues to ply the waters of the eastern
North Pacific Ocean. Late Tuesday afternoon, EDT, Celia is centered
about 750 miles southwest of Cabo San Lucas, Mexico. Celia is heading
towards the west-northwest at 7 mph with highest sustained winds of
50 mph. Although Celia is forecast to maintain its intensity or even
strengthen for the next day or so, it will stay far from any land.

 Tuesday, the heart of Japan wilted under withering heat. Tokyo
had 103 degrees, or about 20 degrees above average. Normally, July
has bouts of rainy, cloudy weather moderated by the sea; however,
this has been an unusually sunny, dry July with most days ending up
well above 90 degrees. Elsewhere in Japan, Maebashi had 101 Tuesday.

 Tuesday, heavy rains petered out over northeastern Bangladesh,
but only after a series of torrential, flooding outbursts. In the
72-hour's stretch ended Tuesday, Sylhet observed rainfall of 17.1
inches.

 Kuandian, in the northeast of China near Korea, had rainfall of
9.8 inches since Sunday.

 Parts of eastern Canada have warmed to unusual levels early this
week. In eastern Quebec, for instance, Lac Eon registered 88 degrees
for a second-straight day on Tuesday, and the temperature dipped no
lower than 70 on Monday night. An average July day here has a high of
63 and a low of 47. On the shores of Newfoundland, meantime, 85
degrees was registered Tuesday at Mary's Harbour while Cartwright
spiked to 82 degrees; these marks were about 20 degrees above the mean
daily high. After topping out at 84 degrees on Monday, Goose, NF,
reached at least 82 Tuesday.

 Hurricane-strength winds battered Argentina's Esperanza base at
the tip of the Antarctic Peninsula for a short time on Tuesday. The
day began with winds blowing steadily between 40 and 50 mph, but rose
sharply peaking at 85 mph at mid-afternoon. By late in the day, the
wind subsided markedly.

 In Nar-yan Mar, a town north of the Arctic Circle in northwestern
Russia, soaking rains brought an end to a spell of unusually warm
weather Monday night and early Tuesday. Highs here Sunday and Monday
were 83 and 84 degrees, respectively, whereas July's mean daily high
is 63. Following the downpours, Tuesday's high was an early-morning
mark of 71 degrees as temperatures fell through the 60s thereafter. As
for rainfall, about 1.9 inches fell within twelve hours, thereby
besting the average for all of July which is 1.7 inches.

 The week began with scattered downpours over the disputed Spratly
Islands of the South China Sea. Vietnamese-claimed Song Tu Tay (South
West Cay), collected 6.5 inches of rain within 48 hours as of Tuesday
evening, local time.
