July 19, 2004 5:13 p.m.

Middle China has been washed by some torrential rains lately.
Within 24 hours ended Monday, Wuhan picked up 7.4 inches of rain.
Within about 36 hours, rainfall at Zhijiang was 9.3 inches, and a
two-day tally of 7.2 inches was observed at Macheng. In the northeast
hard on the Korean Border, Kuandian registered 6.0 inches within 24
hours.

Heavy rains have returned to the flood-weary northeast of the
Indian Subcontinent. At Sylhet, Bangladesh, rainfall over three days
was 14.0 inches. As of Monday alone, there was 8.9 inches within 24
hours.

Saturday to Monday, snow fell hard at times at the lofty site
known in Russian as "Ti'an-shan'skaya". Set nearly 12,000 feet high
over the Tian Shan of eastern Kyrgyzstan, the weather station was
undoubtedly whitened under heavy, wet snow part of the time. In
far-western China, Turfan, 12,000 feet lower and 560 miles to the
east, ended last week with a high of 114 degrees. Every day last week
had 110 to 115 degrees here.

Tropical Storm Celia has grown from a tropical depression over the
eastern North Pacific Ocean. Late Monday afternoon, EDT, Celia is
centered about 680 miles southwest of Cabo San Lucas, Mexico. Movement
is towards the west at 9 mph with highest sustained winds of 45 mph.
Celia is forecast to strengthen further during the next 24 hours, but
it will remain far from any land.

Sunday, 120-degree heat was registered over lowlands bordering
the Mideast Gulf. In southwestern Iran, Agha Jari had at least 121
degrees for a high, and Ahwaz was about as hot. Eastern Saudi Arabia
had 120 degrees at Al Hufuf.

Monday, 60-mph winds blew steadily at a temperature of minus-25
degrees at the Ski Hi Automatic Weather Station in West Antarctica.
The wind chill index was 70 degrees below zero.

Recent days have been unusually warm, even hot, in parts of
northwestern Russia. Monday, for example, saw a top temperature of 91
degrees in Pechora whereas July's mean daily high is 70. Saturday, 93
degrees was reached here. North of the Arctic Circle, Monday's high
was 84 degrees in Nar'yan Mar versus an average high in the lower 60s.
