Extremely heavy rain is falling from nearly stationary storms in the
mountains of Pennsylvania this afternoon.
3.5" per hour is being reported by the Pittsburgh NEXRAD:

From the NWS in Pittsburgh at 3:30pm today:
...A FLASH FLOOD WARNING CONTINUES FOR INDIANA COUNTY UNTIL 600 PM
EDT...
RADAR CONTINUED TO INDICATE HEAVY RAINFALL OVER SOUTHERN INDIANA
COUNTY. ANOTHER STORM HAS DEVELOPED NEAR BOW AND LEWISVILLE. RADAR
ESTIMATES THAT THREE INCHES OF RAIN HAS FALLEN OVER THE MCCARTHY RUN
BASIN AND NEAR THE CONEMAUGH DAM.
