July 15, 2004 5:55 p.m.

Thursday evening, EDT, Tropical Storm Kompasu continued a slow
trek toward the west over the South China Sea. The storm was centered
about 160 miles to the southeast of Hong Kong, and was tracking
toward the west-northwest at 13 mph. Kompasu was turning toward the
northwest, and landfall in southern China close to Hong Kong seemed
likely by late Friday, local time. Top sustained winds were near 50
mph, and little change was expected before the storm comes ashore.

Early Thursday, Blas, the former tropical storm, is dissipating
over the eastern North Pacific Ocean west of Baja California.

Mid week saw heavy rains over the Ottawa River watershed of
Ontario and Quebec, Canada. Petawawa, ON, picked up 4.0 inches of rain
within two days. At the Temiscaming dam, rainfall was 3.7 inches
within 30 hours.

Thursday, blistering Turfan, Sinkiang, China, had a third-straight
day of 110-degree heat. Tuesday and Wednesday topped out 115 degrees,
and Thursday was 112. Withering heat also baked western Mongolia and
neighboring Russia. Thursday, Mongolia had 101 at Ulaan Goom, and 100
at Hyargas. Each was about 25 degrees above average. In the nearby
Russian republic of Tuva, Kyzyl hit 105 degrees, even hotter than
Wednesday's 103 degrees. Mid to upper 70s are more fitting of summer
days in the regional capital.

Wintry cold early Thursday gripped the Patagonian Cordillera of
Chile and Argentina. In Chile, snow-mantled Balmaceda set a low of 9
degrees below zero. Nearby Coihaique dipped to 11 degrees. In nearby
Argentina, Perito Moreno set a minimum of 3 above zero. At Balmaceda,
the temperature at mid afternoon Thursday stood at a bitter 8 degrees
above zero. High temperatures this time of year typically average more
than 30 degrees higher, around 40 degrees. Such a low temperature at
mid-afternoon could set the stage for even more extreme cold Thursday
night.

Wednesday was abnormally warm in a small part of northern
Scandinavia well beyond the Arctic Circle. In northern Finland's Kevo
Nature Park, a high of 81 degrees was registered whereas July's mean
daily high is 64.
