June 23, 2004 4:52 p.m.

Tropical Storm Mindulle has been named. Late Wednesday afternoon,
EDT, this storm is over the Philippine Sea 360 miles northwest of
Guam. Highest sustained winds are near 40 mph as it heads towards the
west-northwest at 15 mph. Potential is good for marked strengthening
within the next two to three days as Mindulle heads more-or-less
towards the west over open seas.

Hanoi, the Vietnamese capital, has sweltered under oppressive heat
and humidity during recent days. The city had 100-degree afternoons
Monday, Tuesday and Wednesday along with dew points in the upper 70s
and lower 80s. The combination of these factors along with strong
sunshine and little wind yielded an AccuWeather RealFeel Temperature
(tm) as high as 127 degrees Wednesday afternoon. Nightimes have
offered no relief, either, as lows have been in the middle and upper
80s. Wednesday night, local time, the RealFeel Temperature hovered
mostly between 102 and 107 degrees.

Wednesday was hot right to the shores of the Mediterranean Sea in
Libya. The capital, Tarabulus, also known as Tripoli, spiked to 107
degrees whereas June's daily average high is 93. At Sirte, a high of
107 degrees was also set, thereby surpassing the daily mean maximum by
almost 25 degrees.

Tuesday, a high of 90 degrees at Whitehorse, Yukon Territory,
Canada, was the fourth-straight high of at least 90 degrees; it also
stretched the string of consecutive record-setting marks to four.
Tuesday's previous high was bested by 8 degrees; Monday's was
shattered by 12. Unusual heat has spanned much of northwestern Canada
since the latter half of last week.

Tuesday, Vancouver, British Columbia, set yet another record daily
high -- it made for three in a row. The maximum temperature was 81
degrees.

As of Wednesday, 24-hour rainfall at Poronaysk, Sakhalin Island,
Russia, was 4.1 inches. The storm that unleashed this rain was
formerly Typhoon Dianmu.

Near eight inches of rain, most of it falling within 24 hours,
pelted Yuanling, China.

A storm of unusual strength for early summer buffeted the United
Kingdom, Ireland and northwestern France beginning Tuesday. Soaking
rains and strong winds were the rule: 1.7 inches of rain drenched
Cork, Ireland, and gusts of 50-60 mph blasted Cornwall, which is the
far southwest of England, and the Channel Islands of Jersey, Guernsey
and Alderney.
