"The Far Eastern Russian island of Sakhalin was hit by its second and
strongest cyclone January 22, leaving 20,000 people without electricity,
Sovietsky Sakhalin reported January 24.
At Yuzhno-Sakhalinsk airport all flights were canceled, while the second
storm's heavier snow seriously severed power lines.
Subjected to 38 millimeters of precipitation in 48 hours around 20,000
people in the Dolinsky district, 35 kilometers north of Yuzhno-Sakhalinsk,
were deprived of electricity for the most of cyclone, though few Southern
resident's escaped some kind of power cut.
The South-Western district of Nevelsk was also badly affected by the storm,
receiving 66 millimeters of precipitation in two days - the amount expected
during a month.
The two cyclones have brought the equivalent of two months' snow, and it is
only the start of winter - most snow storms normally arrive in February."
