[STORMREPORTS] AccuWeather World Weather Highlights Wednesday, Jan 28

 Cyclone Elita Wednesday is bearing down on Madagascar from the
northern Mozambique Channel. As of late Wednesday morning, EST, Elita
is within 30 miles to the west of Majunga, Madagascar. Packing highest
sustained winds of nearly 70 mph, Elita is drifting towards the
east-southeast at 6 to 7 mph. Landfall near Majunga is forecast within
6 to 12 hours. Already, rainfall within two to three days has been 8
to 16 inches over northwestern Madagascar. Moreover, steady winds were
clocked at nearly 55 mph at Majunga with the worst of the storm still
off shore.

 A second cyclone over the open Indian Ocean has been given the
name Frank. Late Wednesday afternoon, EST, Tropical Cyclone Frank is
located 795 miles southwest of Diego Garcia, Chagos Archipelago, and
545 miles northeast of Mauritius. Its highest winds are 75 mph; it is
drifting towards the south-southwest at 10 mph. The storm is forecast
to strengthen steadily over open waters for the next two to three
days.

 Wednesday, yet another tropical cyclone may be taking shape
over the open South Indian Ocean far to the southwest of Sumatra,
Indonesia.

 Bitingly-cold "bora" winds early this week lashed western British
Columbia, Canada. Heavy, dense arctic cold, pooled over western Canada
poured over the Coast Ranges to the sea under the pull of gravity and
with a boost from steering winds. At Grey Inlet, winds Tuesday night
reached their height: 70 to as high as 90 mph. At the time, snow fell
at temperatures between 20 and 25 degrees. The cold also fostered
snows on the usually "warm" Queen Charlotte Islands. Langara, at the
northern end of the archipelago, picked up 12 inches of wind-driven snow
having water equivalent of more than 2 inches. On average, the low
temperature in January is slightly above freezing.

 Northwestern Canada early this week has had some of its coldest
weather, not only of the winter thus far, but since the start of the
century. Early Tuesday in northern Alberta, the low at High Level was
55 degrees below zero. Peace River dipped to 52 below for its
second-straight -50, and neighboring Dawson Creek, BC, Tuesday hit
-50. Edmonton, AB, reached -46, or three degrees shy of the daily
record low. Northern Saskatchewan Tuesday had -57 in Meadow Lake, but
Wednesday morning's cold was more dramatic. Leading the way was key
lake in the far north, where a mark of 62 degrees below zero was
registered. But in the towns and cities, this was record-breaking cold:
Saskatoon, with -49; Regina, with -43; and Estevan, with -42, all put
new daily lows into the record books.

 Unusually cold weather has gripped the British Isles this week,
and parts of the United Kingdom have been snowy, too. The heaviest
snows fell on the Scottish Highlands. By late Wednesday, snow lay 9
inches deep at Aviemore. On the North Sea coast of Scotland, snow
cover was 3 inches at Aberdeen. Lighter snows whitened many areas in
England. In London, 1 inch of snow fell at Heathrow airport.

 Far southern parts of Greenland enjoyed abnormally mild wintertime
weather on Wednesday. Highs of 52 and 51 degrees were registered,
respectively, at Narssarssuaq and Julianehab whereas the average high
in these two places near the end of January is in the middle 20s.
