November 23, 2003 6:17 p.m.

Sunday afternoon, EST, Typhoon Lupit was centered over the western
North Pacific Ocean about 380 miles south of Agana, Guam. Sustained
winds were 110 mph and the storm was moving west at 15 mph. The storm
is expected to turn more toward the west-northwest in the next 24-36
hours, passing near or just to the north of Yap Island, then
eventually move northwestward as it continues to strengthen at
midweek. Later in the week, it will likely be over the open waters of
the Philippine Sea. Beyond that, a trough will cruise across eastern
China and Japan this weekend, setting up strong southwesterly winds
aloft to the north of the storm. This should effectively steer Lupit
to the south of Japan, but perhaps bringing heavy rain and fierce
winds to the northern Volcano Islands.

Chuuk picked up a half foot of rain in 24 hours on Saturday as
Lupit passed by to the north of the island. Winds gusted to 40 mph.

Unsettled, stormy weather covers much of western Europe and
northwestern Africa. At La Coruna, Spain, 4.7 inches of rain fell
since Friday. Over 3.0 inches fell in the 24 hours leading up to
daybreak Sunday, local time. Catania, Italy, on the island of Sicily,
was drenched by over 5 inches of rain in a rather short time span on
Friday night into Saturday morning. Nearly 2 inches fell in Trapani.
Parts of Morocco and northern Algeria have also had 1-2 inches of
rain.

Searing heat covered northern Argentina and parts of adjacent
nations over the weekend. Across the region, many places set highs
of 100 degrees or above both Saturday and Sunday. The world's highest
temperature was set in northern Argentina both days. Tucuman came in
with at least 106 degrees Sunday afternoon and Santiago del Estero
was at least 111 degrees, more than 20 degrees above the late-November
average.

Stormy weather hit Iceland on Sunday. At Vestmannaeyjar, sustained
winds were 40-50 mph late Sunday morning, but eased during the
afternoon. Gusts of 35-45 mph were also common Sunday morning at
Keflavik and Reykjavik.

At Oymyakon, Russia, Saturday's morning low of 60 degrees below
zero was bested by a low of 64 below early Sunday morning, their
coldest weather since the middle of last February.

Angmagssalik, Greenland picked up a quick 7 inches of snow in
less than 12 hours time Saturday night.
