 Typhoon Lupit is steadily moving westward and strengthening over
the western North Pacific Ocean. Saturday afternoon EST, Lupit was
about 420 miles southeast of Guam, moving towards the west at 20
mph.Highest sustained winds were 85 mph. packing highest sustained
winds of 80 mph. For the next two days, Lupit is forecast to track
essentially towards the west and to strengthen further; thus, Lupit
has potential to become a dangerous storm threatening some of the
Caroline Islands westward towards Yap. It is expected to pass by
south of Guam, but fringe effects of heavy rain and strong winds are
still likely there.

 Chuuk picked up 3.8 inches of rain within several hours as the
building tropical storm, Lupit, skirted it to the north.

 Some soaking rains hit southwesternmost Russia this week. Sites
along the Black Sea were the rainiest. Here, Tuapse was drenched by
6.1 inches of rain within two-and-a-half days ended midday Friday,
local time. Of this tally, 4.1 inches came from thundery downpours
lasting six hours on Thursday. The mean November rainfall at Tuapse is
5.6 inches. At Adler, another seaside town and also right on the
border with Georgia, three-day rainfall ended late Friday evening was
3.1 inches.

 The early-morning low at Oymyakon, Russia, was 60 degrees below
zero, making it their first such reading since the middle of last
February. Seasonly, it may have been the winter's first minus-60
reading for the Northern Hemisphere, at least for a weather observing
site. Oymyakon is located within the vast Sakha republic, also known
as Yakutiya, in the northeast of Siberian Russia. Although, not
surprisingly, perhaps, minus-60 is below normal at Oymyakon, it is
only so by 17 degrees. Moreover, to date this month, the mean
temperature is above average by more than five degrees.
