November 13, 2003 6:51 p.m.

Along the shore of Lake Erie, winds gusted to 75 mph -- minimal
hurricane strength -- near daybreak Thursday at Port Colborne,
Ontario. Even stronger wind gusts of about 80 mph shook Point Petre on
Lake Ontario.

Tropical Cyclone Beni is a strong storm over the wide open South
Indian Ocean. Late Thursday afternoon, EST, the eye of Beni is 400
miles southeast of Diego Garcia in the Chagos Archipelago. Highest
sustained winds about the cyclone are 115 mph; Beni is drifting
towards the southeast at only 6 mph. Forecast to keep to a southerly
track and weaken rapidly, Beni will be of no threat to land anytime
soon.

A tropical cyclone over the western North Indian Ocean has gained
surprising strength. Late Thursday afternoon, EST, this un-named storm
is about 550 miles east of Somalia. Winds about the cyclone are above
85 mph, and it is drifting towards the west at 6 mph. The forecast
path would be over water for another 48 hours with a landfall possible
in northern Somalia late Saturday or Saturday night.

Tropical Storm Nepartak is crossing the central Philippines. Late
Thursday morning, EST, the storm landed on northern Samar Island. Late
Thursday afternoon, Nepartak is centered over the northern Samar Sea
about 225 miles southeast of Manila. Nepartak is heading towards the
west at 24 mph with highest sustained winds of 55-60 mph. Nepartak
will cross the middle of the Philippine Archipelago Thursday night and
early Friday then emerge over the South China.

Rainfall within the last two to three days has been 9 to 10
inches in eastern Vietnam at the cities of Nha Trang and Qui Nhon.

Surat Thani, on the Malay Peninsula of Thailand, had two-day
rainfall of 7.9 inches as of Thursday evening, local time.

Sankt Maarten had a third-straight day of tropical downpour as of
Wednesday. While the 1.7 inches was not remarkable in itself, it
boosted to 13.5 inches the tally since Monday at the Prinses Juliana
airport near Simsonbaai.

Thursday was hot right to the coast in southwestern South Africa.
Cape Town, the legislative capital, far surpassed its 74-degree
average high for the date in reaching 92 degrees.

Its been dry lately in southern Mexico. At Acapulco, for example,
there has been little or no rain since October 12th. The mean rainfall
from October 13th through November 13th is 4.6 inches.
