October 31, 2003 5:57 p.m.

Parma has weakened to a tropical storm and is racing towards its
undoing over the open North Pacific Ocean. Early Friday morning, EST,
Tropical Storm Parma is more than 850 miles north-northwest of Wake
Island. Parma is racing towards the east-northeast at between 35 and
40 mph with highest sustained winds of 60 to 65 mph. Within the next
two days, Parma will sweep across the International Date Line while
taking on the character of a mid-latitude storm.

Melor has become the latest typhoon as it draws near to Luzon
Island, Philippines. Late Friday afternoon, EST, Melor is centered 170
miles northeast of Manila, Philippines, and 30-35 miles south of the
town of Palanan. The typhoon has 75-mph top sustained winds, and it is
heading towards the northwest at 9 mph. Melor is forecast to land on
northeastern Luzon within 3-6 hours, cross northern parts of the
island Friday night and early Saturday and then to enter the
northeastern South China Sea.

Record-challenging cold greeted the dawn in much of Alberta,
Canada, Friday morning. For Edmonton, a new record low of 5 degrees
below zero was set; this bested the previous low of 3 below. But
there were much colder spots: Sundre, north of Calgary, dove 19
degrees below zero, Hendrickson reached 15 below, Willow Creek slipped
12 below, and Edson bottomed at 11 below. Saskatchewan also chilled:
Eastend Cypress registered a low of minus-8 degrees. Even with the
harsh, month-ending cold snap, October as a whole was mild; indeed,
warmer than average by more than 5 degrees at Calgary and Edmonton.

A weather station set on heights above Tukialik Bay,
Newfoundland, Canada, clocked sustained winds of 90 mph late Thursday
morning. For all of the Labrador Coast, Thursday through early Friday
was stormy with gales, some hurricane gusts, also plenty of driving
rain, ice and snow.

High winds swept southwestern Europe and the northwestern
shoulder of Africa Friday. Gusts of 55 to 60 mph were clocked at
Gibraltar near Spain's southern tip, and at nearby Tetuan, Morocco.
Winds as strong also buffeted Capo Mele in northwestern Italy.

High winds, some gusting above hurricane strength, lashed Patagonia
late Thursday through early Friday. On the Argentinian side, Comodoro
Rivadavia registered gusts of 60 to 80 over a six-hour stretch late
Thursday. Meantime, on the fertile plains of Argentina's heartland,
it was a strong cold front displacing summery heat that triggered
high winds on Thursday. Cooling thunderstorm gusts topped 55 mph at
Rosario. In Buenos Aires, dust raised by squalls wafted in from
the open Pampas. Late-day gusts reached 50 mph along the cities
waterfront.

Soaking rains pelted southwestern Turkey Thursday to Friday.
Among reporting sites, Mugla's 4.4-inch dousing was the highest
rainfall tally. Aydin collected 3.4 inches of rain and Usak was
drenched by 2.9 inches.

Meantime, parts of eastern Turkey were unusually cold at dawn
Friday. With 4 inches of snow on the ground, Erzurum dipped to 6
degrees early Friday morning. The average low here at the end of
October is about 27 degrees.
