 The last two days have seen wintry cold and even snow in the
heart of Europe. In Netherlands, Belgium, northwestern Germany and
northern France, the hard freeze of Friday morning saw lows 15 to 25
degrees below average. Enschede, Netherlands, hit 17 degrees, and in
northern Belgium, 19 degrees was reached at Brasschaat, near Antwerp.
The chill made for snow, enough to whiten the ground well inland.
Denmark also saw hard freezes early Friday including 20 degrees (22
degrees below mean) at Copenhagen. Southern Scandinavia through
southern Finland, where many lows were 5 to 15 degrees early Friday,
was also colder than average by 20 and even 30 degrees. Meantime,
farther east, the cold fostered early snows in a strip from near the
eastern Alps to Ukraine. Snowfall was 3 inches early Friday at Wien
(Vienna), Austria. Nearby capitals -- Bratislava, Slovakia, and
Budapest, Hungary -- had their first measurable snowfall of about an
inch. One spot in northern Austria, Kremsmunster, had 6 inches of
snow on the ground at daybreak, Friday.
 
 Excessive, flooding rains have hit parts of India this week. On
the Bay of Bengal coast, Vishakhapatnam was inundated with 13.8 inches
of rain from Tuesday through late Friday, local time. On the country's
southern Arabian Sea shores, meantime, rainfall was 5.0 inches within
36 hours to late Friday at Trivandrum.

 A heavy, wet snowstorm buried parts of southwestern Labrador,
Newfoundland, Canada, Thursday to Thursday night. At Wabush/Labrador
City, total snowfall was 14 inches, including a burst Thursday
afternoon to early Thursday evening that left 10 inches in only six
hours. The storm's output was 1.2 inches in liquid equivalence.

 Ketsana has weakened, though it is still a typhoon far to the
south of Japan. Late Friday afternoon, EDT, Ketsana is over the
Philippine Sea about 365 miles to the west of Iwo Jima, Japan. The
typhoon is moving towards the northeast at 16 mph with highest
sustained winds of about 100 mph. Ketsana is forecast to gain forward
speed on its northeastward heading. In so doing, Ketsana would brush
the small Bonin Islands of Japan, but would keep clear of the
southeastern mainland Japan. A steady weakening trend is also likely.

 The potentially-devastating Super Typhoon Parma is over the open
North Pacific Ocean, where it is no immediate threat to land. Late
Friday afternoon, EDT, Parma is 825 miles north-northwest of Wake
Island, and 1175 miles west-northwest of Midway Island. Parma is
moving at a brisk 31 mph towards the east packing highest sustained
winds of 150 mph. Parma is forecast to undergo marked weakening within
the next two days.

 A weak tropical cyclone is moving over Thailand and southern
Myanmar (Burma) north of the Isthmus of Kra. Late Friday afternoon,
EDT, this cyclone has highest winds of less than 30 mph. It is 125
miles southwest of Bangkok, Thailand, and about 50 miles west of Hua
Hin, Thailand; it is drifting towards the northwest at 9 mph. This
tropical low is forecast to move over the Andaman Sea Friday night or
early Saturday. Once back over tropical seas, it may strengthen.

 Patricia is now a weak tropical storm over the eastern North
Pacific Ocean. Late Friday afternoon, EDT, Patricia is about 620 miles
south-southwest of Cabo San Lucas, Baja California, Mexico, and 285
miles south-southeast of Isla Clarion, one of the Revillagigedo
Islands. With highest sustained winds of 45 mph, Patricia is headed
towards the north-northwest at 6 mph. Patricia is forecast to steer
well clear of mainland Mexico, but may play a role in the weather at
Clarion by Saturday night or Sunday.
