October 23, 2003 5:38 p.m.

A broad low pressure system over the southwestern Caribbean Sea
sent heavy rain to parts of Central America early this week. In
northeastern Honduras, Puerto Lempira was doused by 5.2 inches of rain
within 48 hours ended early Wednesday evening.

Highly abnormal downpours dampened the far west of Algeria the
first half of this week. Through early Thursday morning, local time,
rainfall had accumulated 2.8 inches at Tindouf. This site in the
Sahara desert receives, on average, about 0.4 of an inch of rainfall
in October and has a mean yearly rainfall of less than 2 inches.

Chilly rain soaked parts of northern France Wednesday night and
Thursday. With temperatures in the upper 30s and near 40, many areas
had a half to one inch of rain. At Paris, rainfall of 0.64 inch was
measured by noon Thursday, with rain still falling.

Ketsana, a powerful typhoon, is still churning the northern
Philippine Sea. The typhoon, with highest sustained winds of 115 mph,
is centered about 585 miles to the west-southwest of Iwo Jima as of
late Thursday afternoon, EDT; movement is toward the northeast at 5
mph. Ketsana is forecast to accelerate on a northeastward heading and
slowly weaken during the next 2-3 days. On this course, the cyclone
may brush the Bonin Islands to their north Saturday to Saturday night.

Another powerful typhoon, Parma, is over the western North Pacific
Ocean. Parma, with top sustained winds of 120 mph, is centered 775
miles to the east-northeast of Iwo Jima as of late Thursday afternoon,
EDT. Parma is moving toward the northeast at 20 mph. Slow weakening
on a east-northeastward heading over open waters is foreseen for this
storm during the next 2 days.

A weak tropical depression is drifting over the central
Philippines. As of late afternoon Thursday, EDT, Tropical Depression
22W is centered over the island of Panay with top sustained winds
under 25 mph. An eastward drift followed by dissipation within a day
or two is forecast for 22W. Even so, there is the threat of heavy
rainfall over the central Philippines.

Yet another tropical low is over the Gulf of Thailand. Tropical
Depression 23W brought four-day rainfall close to 18 inches to the
island of Tho Chu as it was developing. The depression is centered
about 190 miles to the south of Bangkok, Thailand, as of late Thursday
afternoon, EDT; it is drifting toward the north-northwest at 6 mph. A
motion toward the west-northwest is expected to take the depression
across the northern Malay Peninsula and over the Andaman Sea during
the next 12-24 hours. Upon reaching these waters, conditions appear
favorable for strengthening to a tropical storm.
