October 20, 2003 6:29 p.m.

Ketsana has gained typhoon status while drifting erratically over
open seas east of the Philippines. Late afternoon Monday, EDT, Ketsana
is about 680 miles east-northeast of Manila, Philippines with highest
sustained winds above 90 mph. The typhoon is drifting toward the
north-northeast at 2 mph. Ketsana is forecast to accelerate toward the
northeast and strengthen meaningfully during the next two days. No
land is under immediate threat from Ketsana, but a path toward Japan's
Volcano and Bonin islands is possible late in the week.

A tropical depression is gathering strength over the northeastern
Philippine Sea near the Northern Mariana Islands. Late Monday
afternoon, EDT, this depression holds top sustained winds of 35 mph
about a center which is 260 miles south-southeast of Iwo Jima, one of
Japan's Volcano Islands. The depression is moving toward the northwest
at 8 mph. This cyclone is forecast to soon acquire tropical storm
status then intensify to near typhoon strength by Wednesday while
turning toward the northeast and accelerating. Such a course would
take the core of this weather-maker southeast of the Volcano Islands
during the next 24-48 hours, but also close enough to warrant concern
for severe weather.

Over the eastern North Pacific Ocean, Tropical Storm Patricia
quickly came to life on Monday south of Mexico. Late Monday afternoon,
Patricia owns maximum sustained winds of 45 mph. Centered about 450
miles south-southwest of Acapulco, Mexico, Patricia is moving toward
the west-northwest at 10 mph. Patricia is forecast to slowly
strengthen on a west-northwestward heading during the next two days,
perhaps attaining hurricane strength. No land is immediately
threatened, however.

Some soaking rains pelted India's southern Bay of Bengal shores
Sunday and Monday. At Nellore, rainfall was 6.0 inches as of late
Monday evening, local time.

Sunday, torrential rains took a break over southwestern British
Columbia, where excessive rains had fallen since midweek. One of the
higher amounts registered was at Squamish, north of Vancouver: more
than 15 inches had fallen by late Sunday.

Unusual warmth brought the week to an end over the Great Plains
of Canada. The near-record warmth stretched from Alberta to Manitoba
and included readings above 80 degrees. In Saskatchewan, highs were
new daily records at Estevan (84), and at Regina (78).

Sunday, cold, soaking rains shattered the warmth of spring at
Johannesburg, South Africa. Starting at 38 degrees, it could only
muster a high of 42 degrees as rainfall tallied 2.1 inches. The mean
range in temperature for the date was 73 for a high and 54 for a low,
so the daytime was colder than usual by more than 30 degrees.

Sunday night and Monday morning, cloudbursts of rain pelted the
southern shores of the Caspian Sea in northern Iran. At Ramsar,
rainfall was 5.3 inches within several hours, and rainfall in the area
may have topped 10 inches in as many hours. At Now Shahr, nearly 6
inches of rain was registered.

In South-Pacific Vanuatu, the weekend saw heavy tropical
downpours. Rainfall was 7.8 inches at Lamap, island of Malakula, and
7.2 inches at Pekoa, island of Espiritu Santo.
