September 26, 2003 9:43 a.m.

Friday, a broad tropical depression is yet to show marked
strengthening over open North-Pacific waters far to the south of
Japan. Before daybreak, EDT, the core of this tropical low is more
than 500 miles southwest of Iwo Jima, Japan, and nearly 1200 miles
south-southwest of Tokyo. Its highest winds not more than 30 mph, the
depression is reckoned to be drifting towards the north at 6 to 7 mph.
Movement towards the north-northeast together with strengthening is
foreseen for the next two to three days. This would bring Iwo Jima and
nearby Volcano Islands under threat of storm-strength wind and
excessive rain by late Sunday, local time.

Soaking rains swept over central coastal Vietnam this midweek, and
there were further downpours on Friday. In Hue, rainfall rose to 10.2
inches within 72 hours whereas an even 9 inches swamped Da Nang.

Warm weather has baked Sydney, Australia this week. On Monday, the
temperature soared to 94 degrees, almost 30 degrees above the normal
high of 67. On Tuesday and Wednesday, the temperature topped out in
the middle 80s. Thursday's high was 88 degrees followed by an 86 on
Friday. Wednesday through Friday, the warmth was accompanied by
gusty, drying northwest winds reaching about 40 mph.

Heavy rains late Wednesday to early Friday amounted to 4.2 inches
at Bergen, Norway. Farther north in Scandinavia, snow whitened the
high borderlands; at Katterjakk, Sweden, snow lay 16 inches deep
early Friday following two days of at-times heavy snowfall.

The area of Iguazu Falls astride the border between Brazil and
Argentina was soaked by heavy rain early Thursday to early Friday.
Foz do Iguacu, Brazil, collected 4.4 inches of rain.
