N. Flooding Eastern Region
(National Weather Service, 2:26 p.m., 9/22/03) Heavy rains from a front
that passed through the Commonwealth caused flood warnings to be issued for
Berks, Bucks, Carbon, Chester, Delaware, Lehigh, Monroe, Montgomery and
Northampton counties in the Eastern Region. Numerous accounts of small
stream and river flooding were reported. At the present time all flood
warnings have been cancelled or were allowed to expire, although some
localized flooding still exists. A tornado warning was issued by the
National Weather Service for Bucks County but no official report of a
tornado was recorded in that area; several tornado sightings were reported
but not confirmed. High winds did cause significant damages in Bucks,
Chester and Delaware counties.
O. Flooding Central Region
(National Weather Service, 2:15 a.m., 9/23/03) Heavy rains from a front
that passed through the Commonwealth caused flash flood warnings to be
issued for Adams, Dauphin, Lancaster, Snyder and York counties and flood
warnings to be issued for Cumberland, Dauphin, Lancaster, Snyder and York
counties in the Central Region. Numerous accounts of small stream and
river flooding were reported. The weather service reports that all major
streams and rivers have receded to below flood-stage; however localized
minor flooding is still occurring. All warnings have been cancelled or
allowed to expire. Numerous road closings and basement flooding were
reported. Cumberland County EMA reported the possibility of needing SBA
assistance for 25 businesses located along the Yellow Breeches Creek that
were affected by flooding. Lancaster County activated its EOC and the Red
Cross reported opening one shelter in York County.
P. Flooding
(Monroe County, 1:16 p.m., 9/23/03) The county EOC was activated for heavy
rain and flooding. The State EOC activated the Emergency Alert System
(EAS) at the county's request advising persons to avoid roadway
travel. Numerous roads were closed; numerous homes sustained basement
flooding. Two temporary shelters were opened by the Red Cross. The
Department of Environmental Protection issued an emergency permit to remove
obstructions from McMicheal's Creek in Stroudsburg. A fire police officer
was injured while directing traffic at a barricaded road in Chestnuthill
Township.
