August 23, 2003 8:04 a.m.

Friday, Typhoon Krovanh struck northern Luzon Island, Philippines,
with hurricane winds and torrential rains. Some rainfall totals from
the storm include 4.33 inches at Laoag, on the northwestern coast of
the island, 8 inches at Iba and 13.46 inches at Dagupan, both farther
south along the west coast, and 10.37 inches at Baguio, in the
mountains. These high rainfalls have likely led to flooding and
mudslides. The typhoon is now heading west across the South China
Sea. Early Saturday, EDT, Krovanh was centered near 17.8 degrees
north and 117.5 degrees east. This is 320 miles northwest of Manila,
Philippines and 382 miles southeast of Hong Kong. The storm is moving
toward the west-northwest at 14 mph with sustained winds around 85
mph. By later Sunday into Monday, Krovanh will be threatening Hainan
Island, northeastern Vietnam, and southwestern Guangdong and southern
Guangxi Provinces, China.

Just off the west coast of Mexico, Tropical Depression 09E was
centered Saturday morning EDT near 22 degrees north and 107.8 degrees
west, or about 220 miles southeast of La Paz, Mexico. Movement was
toward the northwest at 5 mph and sustained winds were around 35 mph.
The depression is forecast to strengthen to tropical storm strength
over the weekend while remaining on a northwesterly heading. Tropical
storm warnings have been issued for the southern part of the Baja
Peninsula, where heavy rain may cause flooding and mudslides, and
strong winds may cause property damage.

A strong tropical wave in the eastern Caribbean brought heavy
rain and localized flooding to Puerto Rico and the Dominican Republic
Friday and Friday night. Reporting stations had rainfall of 2-4
inches and there were likely higher amounts in the mountains.

A fierce blizzard lashed Casey, Antarctica on Friday. Sustained
winds reached as high as 74 mph with blowing snow reducing visibility
to zero. Temperatures hovered in the middle teens and wind chills
were around 16 below. Heavy snow and strong winds also hit Georg Von
Neumayer.

A monsoonal disturbance is spreading heavy rainfall across parts
of India. Falls of over 3 inches have been recorded at Nagpur,
Balasore, Mumbai, Ramagundam, Sholapur and Cochin in the past 24
hours.
