[STORMREPORTS] Report from Central PA

Although WeatherMatrix HQ in State College PA was on the edge of the storm,
we did get 12" of snow with drifts to 3 feet. Also we already had between
1 and 4" with drifts of 12" on the ground so this has gone on top of that.
