(National Weather Service, 2:19 p.m., 9/15/02) A flash flood warning was issued for Erie County until 4:15 p.m., September 15. Emergency management officials reported that approximately 4 inches of rain fell in Erie County. Numerous roads were reported flooded and washed out. Asbury Road, a state road that runs next to the Erie International Airport, will be closed for several days due to damage caused flooding. An electrical outage caused by flooding forced the evacuation of 20 families from the Royal Villa Apartments to an American Red Cross sponsored mass care center in Millcreek Township, Erie County.
The Integrated Flood Warning System (IFLOWS) recorded significant rainfall amounts in various counties. Monroe County recorded 6.99 inches of rainfall in a 24-hour period in Leavitt Falls. Schuylkill County recorded 4.35 inches of rainfall in the same time frame at Keffers. Carbon County recorded 4.56 inches of precipitation in Packer Township.
