"Heavy rain flooded roads in Virginia and the Carolinas on Wednesday while
clouds covered most of the East Coast.

About 2 inches of rain fell an hour in parts of southeastern Virginia
Wednesday afternoon, and officials said roads near Hampton, Norfolk and
Newport News, Va., were under water.

Over 4 inches of rain fell by afternoon in Wilmington, N.C. Flash flood
warnings were issued in southeastern Virginia and watches were in effect in
North Carolina."
