"Heavy rains fell Monday on eastern and northeastern North Carolina,
flooding businesses damaged by Hurricane Floyd three years ago, stranding
some people on the wrong side of a collapsed road and blocking main roads
into Wilson.
Meanwhile, three houses were hit by lightning in a period between 6 and 8
a.m. While firefighters fought a structural fire, they responded to a
motorist stuck in floodwaters.
By late Monday morning, the National Weather Service estimated rain totals
ranging from 2 inches to 8 inches since midnight. In the extreme east - the
Outer Banks - a midmorning tornado warning was issued for Dare County,
where a resident reported a waterspout about 1.5 miles east of Avon.
A sinkhole nearly swallowed an S.U.V. in Henderson after heavy rains
undermined the road in the West Hills subdivision. The road collapse,
which cut across a dead-end street, blocked some residents from leaving
their homes.
In Raleigh, a creek overflowed its banks near Saratoga Drive and New Hope
Church Road. Rushing water flooded some ground floor apartments and left
vehicles sitting in several feet of water.
As many as 1,456 CP&L customers in Raleigh were without power through
Monday afternoon.
According to the National Weather Service, the rain was the result of a
upper-level low pressure system combining with humid air over the
Southeast. The low pressure system is expected to stall over the region,
bringing more rain to some drought-stricken regions of the state. More rain
is expected through Wednesday.
Although much of the state is in the throes of a drought dating back to
1998, the rain didn't fall on the driest areas and the effect where it did
fall will be short-term, a state climatologist said."

across eastern North Carolina today, causing widespread flash flooding that
left one man dead and shut down a major highway.
An exceptional drought -- the most severe category -- extends from central
Georgia, through the heart of the Carolinas and into central Virginia.
North Carolina state climatologist Ryan Boyles said the rain will help
restore reservoirs and soak topsoil in the short term. But he said the
state needs above-normal rainfall for six to eight months _ though not
every day, because the ground can't absorb it, leading to situations like
today's flooding."
