Doppler radar estimates show in excess of a foot of rain locally, and at
least half a foot, from Dubuque IA through Rockford IL and over Lake
Michigan.

northern Illinois early today, snarling traffic and causing power
outages. Rain flooded roads from Galena to Chicago and parts of two
Chicago-area expressways — Interstates 290 and 94 — were closed for a
time because of flooding. Trains on part of Chicago's subway system also
had to be rerouted because of the storms. The National Weather Service
in Chicago issued a flood warning for nine northern Illinois counties."

in Iowa, three feet of water was reported standing in Dubuque and
substantial flooding was occurring on roads, streets, and urban areas in
Dubuque county at 2:30 am.
