"After several days of heavy rain and flooding, Fourth of July 2002 in San
Antonio means taking stock of property damage during the day, and then
watching fireworks at night at one of the hardest-hit areas. High water
poured into scores of homes and tons of debris were dumped in San Antonio,
where peak rainfall during a four-day storm totaled more than 15 inches in
a 48-hour period. At least five people were killed in the storms in the
region. The latest victim, an Austin firefighter, was kayaking in a flooded
creek when he was overcome by the current. Gov. Rick Perry on Wednesday
declared a state disaster for 29 South and Central Texas counties. Bandera
County Judge Richard Evans said Wednesday that about 15 homes have been
either washed away or destroyed by rushing water from the Sabinal River and
as many as 40 homes have been flooded in the Medina Lake area. Evans said
the water was running more than 7 feet over the lake's spillway into the
Medina River. Residents downstream of the lake rushed Wednesday to move
their belongings out of the path of the rising river. Hundreds of people
remained trapped in their homes Wednesday as high waters remained in many
areas of the Hill Country. Helicopters were used to pick up a pregnant
woman and to deliver prescription medicines to people stranded at Camp
Alazfar. "We have lots of people who are trapped, I think there's probably
1,000 or more right now. They can't get out of their subdivisions because
of high water," Bandera County Sheriff James MacMillan said in a story in
Thursday's San Antonio Express-News. Officials in Kerrville reported 158
homes were damages, 18 of those a total loss. Two were washed away."
