AN UPDATE:

Floods rage in southern Russia, at least 28 reported dead (Associated Press)

The flooding has destroyed roads, damaged power and telephone lines and
caused sewage systems to overflow, officials said. Many villages are
without electricity and gas. Russian television showed residents wading
through knee-high water, carrying belongings out of mud-soaked homes. Many
of the region's frail wooden buildings were simply swept away.
