Rain Renews Midwest Flood Concerns (Associated Press)

After a three-day respite of dry weather, rain fell again Thursday in the
Midwest, renewing concerns of flooding and flash flooding.

In Illinois, Gov. George Ryan declared the entire state a disaster area
Wednesday. His office said the declaration was a pre-emptive measure meant
to head off problems if counties are hit by more rain.

At Cape Girardeau, Mo., the Mississippi was nearly 12 feet above flood
stage and expected to rise an additional 3 feet by Sunday. In nearby
Dutchtown, volunteers were adding 2 feet of gravel to the levee along
Highway 74.
