MEXICO CITY, Sept. 24 — Hurricane Juliette began
               losing force off Mexico’s Pacific coast Monday
               after unleashing torrential rains that left two
               people dead in the southern state of Chiapas,
               authorities said. The National Hurricane Center
               in Miami reported Hurricane Juliette’s sustained
               winds at 145 mph.
