The streak into September is the longest period without a
storm spinning in 17 years.

So, if this is hurricane season and we're supposed to be in a
period of heightened hurricane activity, where are the
hurricanes? None have formed so far this year -- the longest
hurricane season without an actual hurricane since 1984.

``Where are the hurricanes?'' said Lixion Avila, a lead
forecaster at the National Hurricane Center in West
Miami-Dade. ``We have no idea, and you can quote me on
that. At the moment, we have no explanation.''
