CORPS OF ENGINEERS EXPANDS FLOOD FIGHT IN UPPER MIDWEST
WASHINGTON, D.C. April 18, 2001 - The US Army Corps of Engineers (USACE) is
working around the clock to prevent flooding due to snow melt combined with
heavy spring rains in the Upper Midwest, primarily on the Red, Minnesota,
and Upper Mississippi Rivers and their principal tributaries.
The USACE St. Paul District is working with the states of North Dakota,
Minnesota, Wisconsin and Iowa, the National Guard, several municipalities
and other federal agencies to minimize the flooding. Under its Public Law
84-99 (Flood Control and Coastal Emergencies) authority, the District has
provided assistance in the form of emergency levee construction in the
communities of Wahpeton, Fargo, Grand Falls and Pembina, ND, and
Breckenridge, MN. These measures have to date protected those communities
by extending the levees to a height two feet beyond forecasted river crests.
Levee work has also been performed on the Minnesota River to protect
Montevideo and Granite Falls, MN, and Glen Haven, WI on the Mississippi.
Sandbagging of critical structures on the Upper Mississippi has also been
undertaken. Much of the Upper Mississippi is closed to navigation.
Previous work performed in Grand Forks, ND, and E. Grand Forks, MN,
following severe flooding in 1997, is expected to help protect those cities
from this spring's flood event.
As of Tuesday, St. Paul had provided nearly three million sandbags and more
than 200 rolls of plastic sheeting to affected communities for flood
fighting. Nineteen USACE pumps have been provided to communities along the
rivers, and another 40 have been rented by USACE and distributed. Nearly $6
million in FCCE funds have been expended in the effort. A total of 125
USACE personnel are on location supporting the flood fight.
St. Paul District is considering releasing water from the dangerously full
reservoir at Lake Traverse, upstream on the Red River.
The USACE Detroit, Omaha and Rock Island Districts have also been involved
in advance measures to protect communities in their areas from flooding.
Under PL 84-99, the Corps of Engineers may provide emergency assistance for
flood response and post flood response activities to save lives and protect
developed property during or following a flood or coastal storm. Assistance
to individual homeowners or to agricultural land is not permitted under this
authority.
